What tactics have you tried? I'm not altogether experienced with this, but GoWiPe might do it, or then again, I might be dead wrong and cost you thousands of elixir and tons of DE.

I really haven't tried as I've gone for easy 3-stars with hogging. I'm not sure gowipe has the speed to get around this base in time.Originally Posted by Kereler
Gowipe or gowiwi would be your best two options. Attack from the bottom right....closest path to the townhall. I dunno about 3 stars, but 2 stars is very achievable.
Also, his air defenses are spread out and near the outisde. Mass dragon or drags/balloons from the bottom right may work too

I attacked a pretty similar base in a clan war, it was a maxed out th9 base. I am th9 myself and i attacked it with wowiwipe, and 3 starred it. Attacked brom the bottom.
I don't think you should be able to three star your peers (th9 against Th9) if they have a good layout and developed defenses. Hogs gave us the ability to do so prior to the update but post update not the case.
2 stars is definitely achievable tho with most of the combos ie gowipe gowiwi mass drag possible 3 star with any of those with a little luck.

I think what you should aim for here is a 2 star. 3 stars are rare and far in between at that kind of defense level in my own opinion.

It's hard to get 3 stars vs a well upgraded TH9, using air troops, especially at TH9. Same for ground troops now that hogs are reigned in - it's possible, but not to be counted on.
I've seen a few people using lots of dragons, with a few balloons to run ahead and target an air defense, take out SAM, etc. They didn't get 3 stars, but it was vs TH10 and seemed like a good idea. A base like that, you could use heroes to take out an air defense too, hopefully. I've also seen people use a few hogs to take out an air defense or two first - possible, if well targeted. If you can knock out two air defenses, without spells, then mass dragons and rage spells should easily get 3 stars.
My TH9 has 3-stared a few TH9 with balloons and minions, but not any well upgraded ones, just slightly premmie ones.
