5 at a time if I can raid for it. If not I'll upgrade elixir or de based that way builders not napping.

And it's not necessarily a waste to leave a builder free. It allows a player who raids huge amounts of gold to dump that gold into their walls, instead of wasting it by not being able to gather more than 8 mil gold. So in that sense, it would be a waste to NOT have a builder free if you were to keep raiding and collecting no new gold due to completely filled gold storages.
Also, some people like to clear obstacles and gem boxes right away, they'll need to have a free builder ready for that.
I usually keep as many builders busy as my schedule allows. Sometimes all 5, sometimes only 2. Mostly 4.

As many as I can. Tommorrow my TH8 will be finished and I will immediately upgrade two mortars and the third when I have enough to cash to finish it off. I'll use a fourth builder lab and fifth to start the lower end additions. Then I'll start the WT and Tesla. The fifth builder will be for the lower end additions I get at TH8. It'll suck for a week but to me that's better than being down a major defense for a month. Just suck it up and get it over with is what works for me.

I had of 3 of my teslas going at once. I usually stop at 3 to keep a builder open for walls.
I only have three builders and I always keep one available.
