Ive used balloons with archers and a few wizards as a TH7 attacking TH7 an TH8 bases and the occassional TH9 base in clan wars and have had a lot of success with mostly 3 star raids although when you muck up it tends to be a 0 star outcome.
I usually take 30 balloons and then 3-4 wizards and the rest archers, in terms of spells i have either taken 3 lightning, 3 rage or 2 rage and a lightning. In clan castle i usually prefer maxed hogs although can also use more balloons or a dragon.
