A Farm, is a base not very well put together/easy to raid with cheap troops. It's not well defended or upgraded. Some players don't care much for strengthening their base, they just go farming/attacking most of the time. If you come across an exposed, well stocked base ... well, that's a farm
A 'farming base' I guess is a farming player's base, they have the loot protected but don't care much about anything else being attacked. They don't care about trophies so often leave the TH outside the walls.
