Revenge option disabled, why?

I know thet when you attack someone they can revenge on you.
But why sometimes someone attacks you and even if you havn't attacked him before, the revenge option is disabled?

If the revenge option is disabled either you have revenged them or they have revenged you....their log goes back two weeks, it's likely you just forgot about them
