Yes, but the dragon's HP is so high the damage would be barely noticeable.

Dragon has high HTP so lightning can't hurt it much.

Yes, dragons do get hurt, so treat them nicely; dragons do have feelings too.

What you are really asking is can you kill or significantly weaken a dragon enough that other troops can finish it off. The answer is no.
