Yes.
If you attack a town hall higher than you, the loot penalty is less, whereas if you attack lower, the penalty increases.
actually - I think you USED TO get a % increase for attacking town halls higher than you. but they removed it. now you just don't get penalized so it is better to attack those of the same or higher TH

Yes, you do get higher loots when attacking someone whose TH lvl is higher than yours.
EDIT: Oh, he's talking about the %, then no.
The cap increases as your TH lvl increases though.

Nope. In the old loot system, yes, but they changed it a few months ago, but you do get more loot from TH10s at any TH now.
