Will defenses under construction still work?

Title says it .. I was upgrading my wizard tower from level 1 to 2 and my mortar from 2 to 3 last night and when I got attacked they stayed under construction is this supposed to happen or are they supposed to act as the current lev3l

while upgrading they will not protect your base
