They aren't needed at all, they just help speed things along. Complete challenged and save them up to get your extra builders, by far the best use of gems.

I don't know the error you have, but i'm guessing you can't find the gem button in 'shop'. If so, this happens to me quite a bit - Go through your system preferences and if in-app purchases are off then obviously turn them on. Then restart your device, the gem button should pop up and problem solved. If the gem button doesn't pop up then there's a bit of a problem, it'll probably return in time.
