Take out the 40% shield for champions so they cannot have an ally attack it and purposely lose above 40% to give the player a shield.
Also it would be for the ethics and sportsmanship of the game to ban ♥♥♥♥♥ing accounts. They might make you money but it makes other non-♥♥♥♥♥ing clashers unhappy.

They have a fix for this in both cases.

As for the 40% thing! that would mean nobody bothers to go champion, I wouldn't
