Not really give people with maxed bases something to do. Plus it makes it a better achievement when you get them done.

Two words. Time sink.
A time sink is an element in a video game that lets/requires players to devote a large amount of time to complete a portion of the game. This increases a games playability an longevity for players willing to engage.
If you do not want to put forth the effort for those walls, don't. Remember this is a game and people play for fun.

Yeah. They cost so much! But if SC changes the prices... the hate they will receive from people who gemmed them will be unbearable. The whole community will be divided into two groups.
So you'd rather lower wall costs so everyone can high lvl walls? What fun would that be? It would be a joke!
