Introducing: Clan War Tournaments!

I've been a fan of this thread and the idea for a while now. One thing I would like to point out though that could make the idea a little more sharper per say.
So I was reading over the thread and I realized something. It would make it a lot more of a competition if all 16 of the clans were active. And you would expect that hopefully. But then that also bring up the question, what if it isn't like that? Where all the clans that you were matched up against weren't active (even possibly your own).
Then I came up with an idea myself. It's kind of like the "You need 10 players to participate in a regular clan war" sort of deal, or even more like when a wig creator has a certain limit on the amounts of posts you have before requesting a sig. But instead of that I came up with the idea of a certain limit you could put on for the amount of wars a clan has been in to make sure they're an active clan.
This way you know that it won't be a wash or too easy to beat of a clan. Or if you're on the other end of it, then it won't be a complete failure on your part when considering the people you had in your clan.

The main issue in this kind of wars is the long time you need to be available for war. Also it will impact the upgrading of the village.

I think the idea to have monthly competition for all clans where the clan which got best maximum number of stars should be the winner, and they should be rewarded some GEMS. note: if the war is 10 player and then got 30 stars that means they are better then war of 20 player and they got 40 stars.

Great idea but if a clan loses in the first war and they can't join a tournament for another week would they just have to wait it out or could they do normal wars still?

Also matchmaking would be terrible unless they had set times. I'm thinking like every week by a certain time you must decide if you are going to be in a tournament next week, the matchmaking system would then pair up all of the clans who said they wanted to participate in it making there be less mismatches.

I wonder if a 8 clan war would be better because then they could do the normal 1 day prep/1 day attack and it would also give more even matchups.

I like the idea, couple suggestions. (I'm sure have been repeated )

duration should be shortened a bit, maybe instead of 16 clan tourney swap for smaller more frequent 4-8 clan tournaments .

The players selected for the tourney are obviously locked in and unable to be subbed out.

Clans can view only the scores of other battles going on.

Tourney winner should be of best WIN record. NOT accumulated stars. ( saw suggestions )
some wars come down to the wire and some bases are ignored in order to win, also some battles just produce few stars.
