Its fine, but you need to add consequences so people dont always do tournaments
The down side is there is a bigger chance of losing. I think it is well balanced.

This sounds awesome! You put a lot of great ideas together on this and the only thing I would suggest is to cut the number of clans in the tournament to 8. The tournament could take place over six days ( one day for preparation and one day for war for each of the three rounds). I actually just posted about this on another thread, but I think 8 clans could be matched up better ( and probably more quickly) than 16
