No, hogs are hardly useful on TH9's. Unless you are extremely skilled, you'd be hard pressed to get a star on a nearly maxed TH10.
Its tough to use hogs on a th10. Only use them on th9 and below
if you are a TH10, then yes hogs can still be used on the right base. you'll need at least one freeze, and then heal & rage spells. it's all about the spell timing, but you can 3 star max/near max TH10s.
the #3 in our clan (she is lvl 130+) was 3 starred in one of the last wars by a verrrry skilled hog user. but she didn't have any double giant bombs together, which certainly worked as a disadvantage. plus the spell placement was like poetry

Hogs can still be used to 3 star a noob TH9 base or a TH8 base and below...
For more establish TH9, hogs will get you most probably 1~2 stars

I find Hogs still have there uses on Preemie bases for example
