Two main problems with this. First problem I see with this is army rebuild time. I would be happy to conduct more 100% attempts now if it didn't take 45-120 minutes to build the frick'n army. I am more active than most but I would actually play the game less if I had to wait around for my effective trophy army to build every time.
The second issue is the game's economy. I know the term gets thrown around a lot but stop to think about it for a minute. If you take away what is by far the largest source of loot from a game that is played by millions of people . . . you will instantly have millions of people with expensive upgrades and extremely limited means of purchasing them. Especially since it will take longer to build your army to get the loot that is available more slowly. Not to say that it can't be balanced back out but it would take a long time for SC to adjust end game wall/building costs and army build times before it will be balanced again.
Then it will be complaints from the people who rushed their town halls that it is unfair because they are getting raided by people who did not. In a game build on the concept of attacking other people there is always somebody who is being beat up/oppressed/exploited, and it is always either the weakest or those who don't want to participate. They are called "prey". Right now it is the inactives and I don't see a problem with that.

Yes, you are a chump for using the games mechanics to maximize your growth!!! You should be ashamed for not bogging down your own progress with cumbersome slow army builds that don't suit your purpose. Shame on you. SHAME!!! You should progress in the game slower so less active players don't have to be raided so much . . . It's good to be a chump isn't it fargl.
I think it is fine now and introducing that will get most ppl to quit

That's just TWO days man. That's hardly the definition of inactive. Just means I had things to do for TWO days that I hadn't logged on.
That is exactly my point. The chumps that think it needs a 45+ minute build army to win a raid fight (win = gain trophies btw) dominate the game, since adding skill to raiding will affect them, supercell won't add this type of change. Despite it being more in line with strategic play, than the nooby smash and grab raiding is.
