Can you upgrade your laboratory while its upgrading something?

Yes it will finish your troop/ spell upgrade once your lab has been upgraded

Yes, but your troop upgrade will pause and only resume after your lab is upgraded

Otherwise your upgrade in the lab will suffere additional time due to the time bug.
