I have been back in Masters this week, and yes you can definitely find exposed TH to snipe, especially in M3, but also higher up. However, generally these are people who have finished raiding for the day, so you'll need to be lucky and on at the right time of day, to find one. Sometimes I find 1-2 in my evening raiding session, sometimes I find none. Most times of day, I find none. My own TH10 puts the TH outside overnight, when I have tons of loot. It usually gets sniped very quickly, often by a TH9 or below. When I was in C1, I would often revenge them for fun, taking a lot of trophies. Now I'm in M2, I tend to ignore them.
As far as finding weak bases, once you are in Masters even TH9 are quite rare - like 1% or less once you are over 2700, by my estimation. If you are closer to 2600 cups, you might find more like 2% TH9, but not a lot. Mainly because most people in masters attack TH9 on sight, so they do not last long once they log off. So you are facing about 99% TH10. Finding a TH8 or lower, in general match play (i.e. not revenge) is incredibly rare. Like, I've found two TH8 and no TH7 in all the times I've been in Masters. One was this morning - a TH8 that actually had good loot, which looked like it was abandoned once it hit masters (I found it on 2522 cups, with empty clan castle). The last time I found a TH8 was a couple of months ago - again, looked abandoned, and I was just lucky. I imagine every TH8 and below that gets into Masters, gets revenged as soon as they log off.
