recommend peakbak's th9 ringus base, not sure if its the best but it does work well. centralised cc, de storage in the centre core, storages surrounded by funnel cells and protected drills
TH outside, anywhere above 2000 cups, preferably well above like say 2400. Gets a TH-snipe more often than not, leaving all your goodies untouched. The rest of your base design isn't that important - personally my TH9 still uses an old anti-hog / anti-giant/wiz design I made up myself, which doesn't always stand up to a determined/skilled attacker, but over the last month or more it's hardly seen many of those when the TH is outside the walls...
Any more ideas?
