I'm having an EXTREMELY difficult time finding loot at Town Hall 8!
What trophy range should I be in? I've tried many different ones but none work!

For dark elixir, 1800s. For gold and elixer, 1500. Barching works great

I was able to max my TH8 at silver 2 and 1. I even averaged 400K gold and elixir combined. If I want to farm DE, I go to gold league.
how long did that take? and your saying it's definitely worth it to drop down there?
It's best not to rush your Town Hall. My 1st account, I rushed all the way to Town Hall 8 and I get a lot less loot as I did in the first few town halls. Don't upgrade to the next town hall unless you have maxed upgraded your defense. For Town Hall 8 I stayed in the near 1000s and 1100s. You can find ultimately easy loot, and you will get attacked a lot by lower level villages.
When you attack, you want to consider losing trophies, as long as you steal the loot.

Get to Gold 1 or 2, and then boost your barracks in the evening (US) and you will do well.

Get to gold 3. And use gobs barbs and archers.
Bring some wb's to help break a compartment with storages.

Barching or using other farming setups at Gold3/2 has worked great for me. Being patient is very important, if you take the first base that offers 100K of each resource then you often miss out on those 400-600 collector raids. I always move on if I have any doubt in my mind that I won't do well in a raid. For DE going up past 1500 to around 1800 is usually better. Good luck with your attacks.
