The proposal have given the clan to choose the rivals, not the system. I believe you are in weak clan who enjoys to slaughter weaker clan. There are so many clan who really enjoy a competition, they prefer stronger clan instead of weaker ones. That is the reason, even stronger clan is able to surrender to weaker clan.
Of course, both clans can decide to speed up the clan battle or not.

Had a similar idea and I hope supercell does it plus surrendering isnt as much a loot decrease as when you lose and maybe surrenuring costs gems or starting early costs gems but the gems arent taken until it is confirmed yes and if no no gems taken.
