I'm not sure to what extent I understand your proposal. (I'm not going to comment on the hero part)
I can say it is well thought out idea. You have managed to give a good compensation so that in overall, both attackers and defenders would gain and lost apparently the same as what the current loot system is. I agree that your proposal could help reduce collector raids and shield hiding, which drastically benefit active players.
The only downside I could see from this proposal is auto collect, and I believe it is a major issue.
1st, it goes against what SC wants. SC want people to log into the game as frequent as possible. With auto-collect (well...it depends on when the auto-collect takes action -- 30%, 50% or 100% of the collector capacity), people may not log in even after the shield run out. In that case, it reduces the log in frequency, and consequently, interaction between clan-mates which is the so-called main differentiators between CoC and BoomBeach.
2nd, punishment to the inactive players may be reduced. However, from the other angle, the amount of the loot availability of the inactive base may increase substantially. Since the auto-collect help fill in the storage then both storages and collectors may be full at the same time. Although the probability is low, the expectation of the total loot available from the total inactive bases may not be different from what it is now. Take note that SC would see everything from the macro-scale rather than micro-scale, I believe. If the total loot from inactive bases is not decrease, SC would not earn more, therefore, modification is useless from SC perspective.
3rd, to balance your loot system, the 12-hours shield from TH raid must be removed (regardless of the star/percentage shield modification). It is to make sure that the total loot available at any point of time is similar to what it is now (I think you have thought of this too). It would then angry the medium player. Well..from a hard core players' views, it is a good idea. But the medium player one, it is not. I'm not sure which one SC earn more from, the hardcore or the medium guys, but losing anyone of them is a huge lost.
Although SC keep mentioning that game experience is the first priority compared to SC income, but I dont think SC would sacrifice a lot just to satisfy a portion of the gamers. Unless SC could make sure that it negatively affect a minority of the player, I dont think SC would go for the change. For your case, it negatively affect both inactive and occasional players.
