For me, a th7, I will be upgrading my dark barracks to lv2, but will not be upgrading the hog rider and minion

I am literally maxxing everything. Barracks and dark barracks are no exception. Barracks I am doing mainly for 2 reasons:
1) It may be useful to make healers/drags/pekkas as fast as possible if you ever decide to try to push into the 2600-3200 trophy league.
2) The big reason is I just love all those extra queue slots.
The reason the dark barracks need maxxing is because dark troops are the way of the future. The golem is coming and I can definately see more in the future. I think people who are behind on/ignoring dark elixir upgrades are making a terrible mistake. Supercell is committed to this and it needs to be treated as seriously as regular upgrades.

I'm maxing everything including walls at TH 8, but I expect that by that time, more updates will be out that will make me stay here longer. I predict I'll be at 8 for almost a another year. I can't tell you the number of times I've attacked a base and failed or nearly failed because of level 7 wiz, level 7 mortars, xbows etc and decided I'll upgrade my TH to 9. I get 20 minutes into getting the gold, realize the it's a stupid idea, and sulk back to my xbowless base and level 5 troops.

I do agree with you regarding how tempting what TH 9 has to offer.
I'm a late TH 8, I have yet to max my teslas - the only defenses remaining.
But I'm pretty sure I won't leave until I max out EVERYTHING. It will be long and gruesome. But seeing how some of my clan mates rushed their TH 9, yes the crossbow is pretty but my base can hold up defenses better than theirs gives me joy.
Another thing to keep in mind in the economy of dark elixir is drill production, the max is basically 300% at TH 9 versus TH8, 1 level 3 vs. 2 at level 6.
That is a lot of production for troop production. Keeping 6 barracks going will lead to a lot more attacks and a lot more income, including more DE income at the right trophy level, hopefully leading to sustained troop production.
We are finally to the point of making choices, we will no longer be able to max every item with regards to troop upgrades. I think we need to pick 1 DE troop and max it, I am going to do minions due to it having the lowest cost per space.
I maxed my 4 regular barracks very early on at TH 8, just to get rid of excess elixir, and have been upgrading my DE barracks as soon as possible since they've come out (one at lvl3 and the other on the way to lvl2).
My plan is to have everything maxed at TH 8, just like I did for every town hall level so far. As loot's get harder when you move up, why make things harder for yourself in the future?

I noticed that TH7 and TH9 (given all the 2013 updates) are probably the most enticing TH levels in the game. TH7 gave you a whole plethora of new toys with great loot bonuses (+50% against TH9 farms) that made each day spent in TH6 feel like such torment and such a waste of time. Likewise, TH9 would give you the AQ, level 6 troops, Xbows, another tesla, air defense, and archer tower, +20 troop capacity, and the like.
That being said though, there are still tangible benefits to maxing out the barracks (DE & normal one) while you are at TH8. Allegedly (I do not know how true this is), Elixir is harder to come by in TH9 whereas it is clearly overflowing in TH8. By using this overflowing resource on these upgrades, you lessen the stress and the strain on it once you reach TH9. Likewise, these upgrades are typically done towards the rear end of your TH8 lifespan so you get to technically extend that period wherein your base has reached a "maxed-out" point. Lastly, the added time in TH8 can also give you more time to complete more troop upgrades.![]()

Regarding troops upgrade, assuming you are done with the basic 5 lv5 troops, spells, what would be your choices for more troops upgrade ?
Personally I went with Drag lv2 > Drag Lv3 > Pekka Lv2 > Pekka Lv3 in my planner and i'm out of time as I am already hitting th9 already
Dragon wise, is a good donation troop, and if you really want revenge, just go full dragonmuch easier than full pekka imo. (of course there are strategy in dragon strategy, but its much easier than pekka)
Pekka wise, I was torn between Lv3 Healer or Pekka or Wizard or balloons
Healer wise, I'm really tempted to try high level giant + healer combo, but.. it aint that fun actually, and against advanced bases, healer giant combo is quite useless. Even healer/pekka combo is quite restricted by Air Def positions.
Wizard wise, I only use 1 healer in my army to clear enemy's CC troops, and I find it a hassle to use them in attacks, especially when a tank is required, where my giants are always shot down so quickly the wizard cant even optimise properly.
Balloon wise, really tempted.. but thinking that they will really shine only at level 6 at th9 makes me zzz
So i went with pekka, the occasional donations, and to feel the power of the best elixir troop
Then again, I'm usually running the basic 5 troops only, so no harm choosing any other troop upgrades at all.
Edit: Oh wait, I haven't considered the 3 other DE Troops upgrade.
