Without naming any names (or giving any other identifying factors),please explain what you're seeing that makes you think this person is playing illegally. Only describe the ACTION/activity please.
More likely than not, you're misunderstanding what you're seeing. If so, we can explain what you're seeing. If you are correct, we can explain how to report it to SC.
