Well, then he'll actually be eligible to play and supercell will actually support his village. ToS states 13 years or older to use the service (Play their games).

Anyways, the guy asked for a response, the response was given, and that is the solution that you will be told to do in any situation where someone has lost their village. Support answered my query in 3 days when I contacted them via the in game feature, but so many people don't contact ingame.
