No, the raids in sandbox mode do not affect either you or the opponent in any way.
If you want to practice on the goblin maps, you need to buy an army. Even then, you don't get 300 of each troop! The reason we want sandbox mode is not just for practice. We want to test new armies, we want to try spamming dragons, we want to find new strategies. Practicing attacking the goblins is very limited.

If your real motivation is practice, how is having 300 of each troops good practice?
Sandbox mode sounds good on the surface but why would supercell allow it?
You basically want to play the game without having to do anything that is at the core of the game?
I'm tellin' ya, supercell is not going to give us a Developer like ability.
Wow didn't thought of this. I like it really but i think there should be a limit like you can only attack th 7 and below as people can master their army.

The real motivation isn't practice! That's what I'm trying to say.
This is feature would bring creativity to the game. It will bring fun to the game. Imagine placing 300 lightning spells all at once? Or spamming 200 pekka? Or maybe you want to find a new strategy, but you don't want to spend elixir making troops. This would make the game even more fun because it makes people explore. Already, some have said that they would start playing Clash of Clans again if this feature was added.
Supercell should give us this feature because it will only benefit the game. More people will play the game, more strategies will be invented, people will be better at raiding, people will upgrade their troops to test them in the sandbox, etc.

So you want to perfect your strategy using this tool. That IS practice.
So we can all perfect our strategy at no costs to us. No need for elixer or gems. Once you perfect it, you only have to buy the perfect amount of troops.
This is a game that has regular and premium currency. A sandbox mode that isolates yourself from these elements while improving your game play would be hard for any game developer to swallow.
The whole point of this game is to grow your village and get better, elixer by painstaking elixer.
Removing it basically removes the game. Sure, I've watched the 300 of some troop raid, it looks interestingly fun.
This system will not profit Supercell and may actually cost them money. If I were a betting man, I would bet a years salary this idea, as you've presented it, will never be incorporated into the game.
