Hi,

Unfortunately we are all in the same boat, there are loads of threads on this topic. Supercell is aware of the issue and Nick has said they will fix it in the next update.

If this happens click on the option to take you to second "page" of this menu. Like the toggle we do to plant potatoes, strawberries, Indigo. Then when you see the shadow of a visitor with an arrow, drag this down to the visitor and you will have to remove them completely from your town. Unfortunately that is the only option until they fix this bug in a future update.
