They also have not attacked on the war if u look to see who has attacked u will see 3 people with levels the rest dont

Those without levels means they left the clan after the war started. They probably had 10 when they searched but when they left, their names
were still shown in the war (and bases) but without level.

Can you do anything other than report them and put your question on forums?
If the answer to all these is no, then there really is nothing that can be done...
