My clan started a clanwar and my king is currently being upgraded, but finished in 2 hours. We are still in the preparation day. So if my hero is finished on the war day, can I attack with my king?

yes.
Your offensive upgrades, troops, heroes, spells, etc. can all be used for clan wars as soon as they are ready since your attack army comes from your real base. Whatever you could use for a normal multiplayer raid can be used in clan wars as well
