The more I think about it the more it *kind* of makes sense.
SCs fix to cheap shielding was making a player logging off have a short time where their base would join the search queue but not the revenge list. I could be mistaken but I want to say it was around 30 seconds? This prevented cheap shielding because attacks happen well before the 30 second mark. If someone was offline when a shield ended would there be a 30 second run off before you could revenge? Or would you be revenge-able instantly? If you're revenge-able then it would in theory be exploitable. Maybe that's what's going on?
