I dont know what is considered late but Id imagine it would be a TH8 that has almost everything max'd.
An early TH8 would be someone just start TH8 I guess. Either way why do you care? Is it for base design?
"Late TH 8" would be, imo, once your defences are maxed and you are grinding out walls and heroes ( and any lab upgrades you may have left..)
To be honest, its my favourite time in the game..
