Why should the game be rated M? No game should be rated M just so a few people who are annoying don't play. Sales would go way down if they did this because a lot of the players are under 18.

How hard is it to code in a system for seleating chat?

Without knowing how exactly chat works it's somewhat hard to make that statement. It could be that they spin servers up and down dynamically based on demand and that chat is tied to whatever server you're connected to. Perhaps in order to distribute the load effectively they don't want people to be able to specifically choose their server.

someone in my chat was having an argument and swearing like a sailor at some random and he got so lost in the chats filled with clan requests that he started bragging about how he finally left and learned his lesson and the random was actually replying to him but it was buried underneath 20+ requests to join a clan.

First off AppStore games are rated by age. Second off, ESRB (or whatever it is called) always states the rating does not acount for social interactions within the game
