You will always see people acting inappropriately. Report them. Mute them. Move on.
I greatly enjoy teaching and mentoring my nephews. I show them that to be respectful to others, as well as to themselves, is part of learning. How they choose to use their language will reflect on how people will view them. It is also part of this process to teach them that others are still learning their own way of how they interact. My nephews report poor behaviour, mute them, and move on.
If you really care enough to change it, perhaps you could reach out to the person on the other end. They are still learning too.
Online games will always add this dynamic. Some games have brilliant systems for dealing with and weeding out the offenders as consequences. Supercell has sure tried.
