Clash of clan hoppers. Completely disable their ability to join a clan and all the hoppers can be in their own flaky loser league where they can just battle each other.

    Bad Idea

What I like about clans is the fact that they are organic and if managed properly there would be little problems. Clan hopping is not a huge problem in this game. If you think about it, how does this player affect your game play? He gets a dragon or some wizards and leaves. He then has to raid and wait 20 minutes to make another request for clan troops and find a new clan. If anything its more work for him to be that obnoxious and play like that. While you still are in a clan with a nice support system that will continuously donate to loyal members.

I did some clan hopping because I just began playing and had to catch up to my friends. In about a week I was in and out of at least 20 different clans. I left clans for several reasons and these were the following:

I was a very active player and needed to get a large amount of resources to level and get my buildings capped for my TH. I would request for troops consistently for about 1-2 hours at a time (about 6-8 requests per night/sitting). If I didn't get them within 10 minutes, the clan wasn't helping me very much so I left the clan because they were not active or they were to high and didn't check their bases regularly because the builders were busy for days at a time.

I found a clan that allowed me to be in their clan wars because they were just starting. I was able to help them win their first 2 wars. Then the clan expanded to 15 vs 15 for our 3rd war. Our top 2 players were the only players that should have been donating troops and then the new guys had no clue and donated lvl 2 bars and archers to everyone. We lost that war and I left. I left because there was little communcation between the newer players and lvl 20s or 30s about clan wars and I do not think they heard about the announcement of the clan wars since its only been a couple of weeks old.

I found a clan that took me in about 10 levels higher than me and donated well, hog riders and lvl 3 dragons so I was excited. I donated when they buttons came up and asked consistently about 4 times as soon as I joined the clan. i got kicked because I didn't donate more than I received and that's because no one was on to donate too.

The final clan that I remember leaving was a real ♥♥♥♥♥♥♥. Our co-leader and leader were pretty high and donating strong troops like the last clan I was in. In the first war they both left and I was like, man we are going to lose this one. Before the war started, during prep day, they came back and they were laughing about what they did. They were able to get into the clan we were fighting and kicked 4 of their members out before the war started/before they were kicked.

TL;DR clans are organic and people join them for different reasons and players might come in and out of your clan based on how you have it set up. It's up to your leader and co-leader to keep the experience of the clan positive and enjoyable.
