No, it's just people are inactive for a day or two after maintenance, because they don't try to reload and wait. You're part of the "Golden Hours" if you get on just after the maintenance ends.
Firstly maintenance breaks have nothing to do with turning them on and off.
Secondly Supercell does not say the breaks have anything to do with them all.
So you are just deceiving yourself to believe such a thing.

I believe he wasn't agreeing as much as he was saying that the game relies on inactives. I also have the same thought, sure it would be great if the game didn't rely on inactives, but what people don't get is that most of the loot that they collect came from an inactive at some point(in storage raids), meaning if all inactives were removed from the queue in like a day of inactivity, it wouldn't take a week before this forum would be all about the broken economy.

I am a th10, and i have been struggling with raids since the last so-called "maintenance break." Then the update came. I was flooded with inactives for 2 days, farmed 7m in 2 days!! ♥♥♥??
Then surprise! Theyre having a maintenance break on saturday night. Guess what happened afterwards.. Not a single inactive found..
