I'll start you off with the first...
1) Army Camps

Focus on offense only! You should start with your army camps, then lab and spell factory. Research your farming army in the lab and then you can start farming that gold again.

You're base looks a heck of a lot better than mine did when I upgraded to TH9!
I'd upgrade your Wizard towers asap - they do splash damage and are fairly quick to upgrade. Plus the purple will match your walls nicely.
I'd also upgrade your collectors..... it wont help you get the necessary resources but it will help you make up for some of the loot you are going to lose.
Teslas and air defence are also important but they take forever to upgrade....

Mini GBE 41, 17, 16, 16 RR 45 PSC 74 TH 27 TD 25; 13
This. Anything that benefits troops is most important.
