We should be able to attack whoever we want, when we want. It would make the game so much funner.

Sc would never do it because too many ppl would abuse it and join a friends clan then ask them to attack them for sheild. Or It could be used as a donation tool and they already ruled it out
yup easily abused.
image a clan with only one member and his friend (who conveniently places storages outside base) just joins and leaves over and over again so that he can give away his resources.
