Dumping clan castle

Thankfully the new update has added this feature to our war clan castles. Its time to support the same feature for the regular clan castle!
And I don't want to hear "ruled out." As that was the repeated response to this idea a couple of weeks ago. Even though this "ruled out" idea was partially implemented. Apparently supercell decided it was worth it for half the game. Let's do it for the whole game.
