To answer OP though, since SC is not going to add PMing in the game, the only chances you have is if you have connections to get an invite and speak to them on game, or to find them on the forums and PM them

I think the OP is asking for players who are Top 150 and upwards in the World, not level 150 in-game.

Not too many of them are active on the forum. You might be better trying to visit their clans and use clan chat.

From what I understand, there are very few top 200 players that frequent the forums, if any at all. I think Daddy was at one time top 200, perhaps he could answer your questions if you were to PM him here on the forums. Supercell trusts him as a moderator and he is very knowledgeable. Give him a go with your questions, if he doesn't know the answer, he will surely find out, as he is very connected with elite players and clans around the world and to Supercell as well.
