I don't understand what the problem is here. Switching to the english server should translate everything in-game, global chat would not require this because you would be chatting with english speaking players. If your clan is not speaking english, it is time to find a new one.

contrary to popular belief, changing the in game language does not always change the sever nor the local you are in
You can change to russian and you still would be in an english sever

I have yet to receive this problem, but if this is truly not working, a reinstall of the game should do the trick.

Changing the language most certainly does change the global chat. If I change my language to Norsk then I go to Norsk global chat.
Location for local leader board does not change but how is that an issue for OP?
You simply go to the clash settings and change your flag to your home country...
