You're wrong on all accounts here. In civilized countries we give people the benefit of the doubt for a damn good reason.
In this case, the amount spent could easily be done in a single day and certainly over the course of a few days. Credit card statements are irrelevant because a credit card wasn't used (you did read the thread right)? I'm sure the company issues billing statements, but not daily. The company did shut down the phone though which is what alerted them to the issue.
They also explained how it was done. Fortunately, again in civilized countries we don't hold 11 year olds accountable for these sorts of actions. By their very nature they don't have the wisdom and life experience necessary to exercise good judgement.
It's true the parent made a mistake, but everyone makes them. In this case it cost a bit of money (which if they contact support they can probably get refunded) which really in the grand scheme of things means very little. Hopefully, both the parent and the kid learned something from this and life goes on.

Read the damn thread. The kid thought they could purchase, use the gems, and then cancel the transaction within 15 minutes. They either screwed up or were wrong. So yes, the 11 year old knew what they were doing, but thought (because generally 11 year olds aren't known for their wisdom) that it would be ok.

Don't speed upgrade your town hall, being a level nine or ten does not help you if you have gold walls or lower.

Listen , i don't know what part of the world you're from, but where I'm from, these types of things are avoided when you properly educate your offspring and set boundaries as to what is okay and not okay to do. By establishing some sort of order , this could be prevented. The kid is 11 years old and he doesn't know what the hell the money sign looks like? Stop sugarcoating things and hold people accountable for their mistakes. And yes, adults have ways of monitoring their account and saying "hey i don't remember buying 600 euros/dollars/pounds on itunes or google play"
