Not exactly sure how the three companies (Unitymedia, o2, Google) work together and who it was that effectively sent you the bill in such a case.
But the company that effectively wants the money from you is the one you will need to address.

In my case, if my 11yo (who does play Clash of Clans) would purchase that amount of Gems with some fishy trick via iTunes, I would get my money back from Apple.
We have no credit card attached to the iTunes Account he uses, of course. He just sometimes gets an iTunes Giftcard to buy whatever App or music he wants.

In your case, it seems to me that you have met all parental precautions (no credit card attached), but your son found a way to trick the system. But the law is on your side, so don't worry.

    P.S.:
don't mind the trolls in this thread. It's perfectly normal for an 11yo to have a smartphone. In fact the kinds need to learn how to use these things from an early ago on as they will be using these technologies for their eintire life. Apparently your son knows his way around these devices pretty good (if you are able to look at it from a positive side at this point of the case).
Thank you for the support / advice. It's a snow ball effect I guess - We pick up the bill at the end from all these 3rd Companies such as Supercell, O2 and finally Unitymedia. As some one rightly said it's my own fault for not checking up on him, that said if I told you he had purchased 36 x Bag of Gems at a price of €17,99 in a space of 1 hour would you be suprised for not checking his phone every 30 minutes! - If we are unable to get a refund then he will pay the bill...

We as the parents have not authorised any of these parties to extract money from our account for anything including Bags of Gems!

I don't mind the trolls at all - I'm not even going to respond to them..

On the plus side, think how nice it will be having a clean car, not taking out the trash and watching someone else do the dishes for a long time!

I see a tough journey ahead of this young man.

...he's a good boy - 12 in 3 weeks time - for his 12th he will probably have a new pre paid card

If we fail to get a refund then he will be picking up the tab!

sorry to hear about your problem. And I can imagine how hard it is as I've also sons not thinking before doing something.

The main question should'nt be if he got a smartphone or not.... My 12 years old got a smartphone and a tablet and a notebook....

    BUT

all the devices are restricted by several parental control mechanisms... All devices are linked to accounts owned by me... On his smartphone he got a prepaid-card... He receives 10 Euro a month to use it... That's it...

His tablet got also a parental control software in place and is only able to connect through WiFi to the internet... Several sites are blocked within our WiFi for his device, so that he's not able to connect to the playstores... If he wants to have an app then he must come to me and I'll install it on his tablet (and also on his phone)... Or not....

Don't contact SuperCell on this issue, as they're not responsible.... You've to contact the company which has charged you... It's on them to pay the money back and getting it back for themselves from Supercell... As pointed out before: your son is not allowed to make any payments, so you've a good chance to get it back regarding the laws we have in Germany.

Do yourself a favor and take the phone of your son out of this family contract, buy him a prepaid-card and give him a limit from 5-15 Euros a month on it... You already can get prepaid-cards with a buit in data-flat rate for 10€ (limited to 500MB a month)... Think this would serve best of your needs... Take the superiority of your sons mobile by deleting his g+ and all other accounts able to make payments in any way and link it to an account you're in control of... Install a parental software like "Kids Safe" on it and restrict what he's allowed to do and what not.... Yes there are some smart kids who know how to disable parental software, but make him aware that if you once catch him without an active parental lock, then his phone will be gone for quite some time....

    good luck and best wishes

Sell his smartphone to make up for it

Also remember for the future, it isn't all about the money: the internet can cause more than financial damage, even worse mental damage through bullying (as sad as it sounds, it appears to be a common issue and these kids don't just ignore it).

All you need to know about this is listed in the article on the Homepage of Supercell.
    http://www.supercell.net/parents

    Who processes in-app purchases?
Here at Supercell, we don’t process payments for in-app purchases, or have access to any of your credit card information. That’s because the payment transactions themselves are completed through Apple’s App Store or Google Play (depending on your device) via your personal email address associated with that account. Receipts for these transactions are emailed to you by Apple or Google after each purchase (though please note that any post-purchase processes are controlled by Apple or Google and are subject to change by them).
I’ve seen another site that offers me in-game products for Supercell games. Can I buy from them?
Beware of any third party sites that promise you enhancements for our games (like “free gem” websites, etc). These sites may collect your personal information, money, or both, and often never deliver the promised in-game products. If you want to make an in-app purchase, the safest way is simply to make the purchase through the game itself on your mobile device. Selling, redeeming or trading virtual in-game currency is otherwise not allowed by our Terms of Service.
My child accidentally made an in-app purchase. How do I see about a refund?
As with most downloadable software products, items bought through our games (in-app purchases) are generally non-refundable. In some special occasions there can be exceptions, however. The transaction process is controlled by Apple (for iOS devices) or Google (for Android devices), and both companies have support teams who handle refund requests.

    For Apple (iOS) devices:
Visit Apple support and select the "Contact iTunes store support" link, then "Purchases, billing and redemption" and choose the option that fits you best.
    For Google (Android) devices:
Visit Google support and perform a search, or use the ‘Contact us’ button on the page (English language site only) to reach a Google customer support representative by email or by phone.
I’ve received a bill for a purchase I didn’t make. What should I do if I suspect fraudulent activity?
If you or your child have never played one of our games, but suspect that there’s been fraudulent transaction activity on your account, then you should immediately contact Apple (for iOS devices) or Google (for Android devices), who control the transaction process.
If you’ve already contacted Apple or Google about suspected fraudulent activity and they’ve sent you to us, please contact us at transactions@supercell.com. Be sure to include specific details like what happened and when, transaction ID receipts, relevant screenshots, etc.
Also, be sure to read through our Fraud Issues section for more about information about suspected fraudulent activity.

    Contact Google Play Support

My friend just recently had this issue, he let his little brother play, and ended up getting an email receipt for $100.....
He contacted Google Play's support, reported the unauthorized transaction and was shortly squared away.

Asked my friend, he gave me this link....
    https://support.google.com/googlepla..._topic=3364671

I then found this, which may be exactly what you need.....
    https://support.google.com/googleplay/?rd=1#contact=1

    Hope this helps.

Like Phlippo mentioned, Supercell is well aware of such incidents and they know it can happen. They must have protected themselves in their ToS. "exceptions" are there, so there is still hope for a refund, perhaps a partial refund. If you are serious about getting a refund, Get a lawyer regardless of the expenses.. .. .. This is a what happens when you give your bank accounts, Visa cards and wallets to your innocent kids. Its your fault not his.
