Max your walls before anything else, I mean lvl 11 max too
On a serious note though, yeah lab isn't super important. Camps are, de drill ( kinda ), IT's, new xbow. I maxed my WT's also before anything else, didn't worry about mortars. IT's do to lvl 2 asap, xbows all to lvl 3/4.

i'm 9 days away from hitting TH10, and I sure wont upgrade lab immediatly. I still have some TH9 upgrades in it (witches, valks and golems are still 1) and my elixir will be used on camp and spell factory upgrades which are far more important to me.
Why whould you need wizards/WB/gob 6 and dragons 4 so quickly? I don't use them in CW attacks, wizards 5 are fine, so I'll take my time for lab upgrades. Still have golems and valks to upgrade for as much time as I want, and I can tell that 100% of my elixir will go into camps and DE drill up until they're maxed. Then I'll upgrade lab and sexy dragons/wizards/WB :-)
As a more general answer ... yes, I think I'll make my IT lvl 3 asap, Xbows to lvl 4, then WT, mortars, and the rest later ..

Not sure why everyone is saying that lab isn't important. With CW here the necessity to go after IT is much higher which makes freeze spell really important... and trust me, 4 seconds doesn't give you a lot of time so I want my spell to L3 quick! Also getting my wiz higher is up on my list, much more important that anything else elixer wise for me. Army camps are great to have 5 extra per, but at 6.75mil they can wait until my freeze is a bit higher and maybe my wiz or drags are on their way to max.
