Farming for elixir (don't even get me started on gold) as a 2 day old TH9 really sucks right now.
BArch doesn't work anymore, thanks Supercell for taking away all those nice abandoned bases.
Level 5 troops cannot penetrate established TH9s and when you find a TH8, the loot is so crappy.
So much for maxing out TH8

It's called growing pains. Every new TH9 went through it.
Just raise your trophies or stop raiding anything below TH8 because the loot penalty will make any th7 or below not worth raiding.
There are lots of collector raids for TH8, 9, and 10 in gold 3 and gold 2.

The beginnig of every new TH sucks. But once you get past the basic upgrades, it's pretty easy from there besides the high upgrade costs which just takes time to save.

th9 isnt bad i got a 1 mil raid off of a th7 as my first raid at th9
Do you meet these requirements ?
- Minimum level 90
- Max TH8 Splash defence
- Combined hero lvl of 15
- Level 5 archers, level 3 dragons
- No premature town halls
- 100 Skull walls
- 800 Donations/Requests per season

Use the "Lazy Farming Strategy'' (by PlayClashOfClans aka Chief Pat) it saves a lot of ELIXIR....
I can easily jump from 100k elixir to 6 million in 4-5 days.. Without doing constant raids
If you think TH 9 is a ♥♥♥♥♥♥ then wait to see what's in store for you as fresh TH 10, when you have so many new toys but you can't buy any if you haven't saved any resources.
On a more serious side note, stretty you should go up and down in cups until you find a range that suits your needs and stick with that range until either dries out or you get bored with farming and then start over.

3day old th9. I didn't come into th9 with 6mil, 6mil, 80k like I hoped (real life intervened), but I had enough for the lab, the queen, an xbow, as well as a start the new defenses.
With clan wars and related duties eating up about 1.5mil pink, I thought I might not have enough for my giants to 1.5 days and may need to settle for barbs.
Instead, raiding has been amazing in gold 2. I am up to 4.5mil pink in 24h from nothing. Bought my second xbow. I have enough to upgrade my queen, but I will wait until after today's clan war. Etc.
I have seen zero decline in raiding quality. I didn't raid th7s much anymore, anyway. And the queen helps so much to finish a raid off.
