For the idea itself, clan wars is supposed to be for everyone, not just co leaders and elders. Taking the ability to be involved in the BIGGEST update in history AWAY from the majority of players would be an outrage. Clan wars is supposed to be fun for everyone, not just a chosen few. I completely disagree with this idea.
