Are you suggesting we should ban someone for posting a ruled out idea? That seems a bit harsh.

i think he means a 1 hour cooldown for posting, and a note from mods or something ?

i don't know, i think just telling them that it's ruled, possibly why it's ruled out, and a link to the stickies is enough

A cooldown from posting with a note from the mods is a ban as far as I know. No other way to force people to do that.

But, yeah, unless someone is copy/pasting the sticky, trolling, or repeatedly posting ruled out ideas a thread closure and a polite mention that they should read the sticky seems sufficient. After all most of these people are simply new and haven't learned their way around yet.
