Let's say you change the language setting to a country that has a twelve hour time difference then yours. Will you find people from that countries bases when you attack or would it be a world-wide search or would it search from people from your original country.

There are different opinions about this. Some say they get awesome loot on portugese servers, others on english and so on. there is no real proof and I personally don't think it is working that way, as it is just too easy to abuse.

Searching for bases to attack isn't at all affected by what language you are using from what I understand. Language just change global and of course the language of the text.

Changing language does not have any influence, its a placebo.
I think it does bcz when I made my first account, I changed the language to Norsk for more loot.
