Nope, level doesn't matter. Neither does trophy count heh. Levels are increased greatly by troop donations, so you could just donate troops all day and be much higher level than anyone else.

No, I think he just needs to stop donating so much and focus on his base. You can still get alot of XP for donating. Thats what most high leveled, low TH's do.
