well, that's what I read on most game/forum/torrent/etc rules..
but of cos u need to detect n confirm first, its a though job u know with dynamic ip
In game names can only be changed if they are offensive, or reveal personal information(more than a little) or cause you issues.
And as was said if you are caught with multiple forum accounts they all get banned.

My username contains my last name and acronyms of my first name. It also contains information of my Facebook Id and email.
So I would want to keep these privacy.
