To be honest, and in my opinion, clan management should be a responsibility of the leaders, their co's and elders. This includes who to allow into the clan. During prep day, close your clan, or at least have a standing rule of no visitors unless that individual is well known.
As you have already acknowledged, through a different post in this thread, a cool down will limit those who are not participating in childish behavior and only wish to visit friends or make new ones. It is for the childish behavior that I say no to a cool down. Not because I condone such activity, but because I don't want SC to enact a general punishment because of the minority. This childish behavior has ruined global and those who participate in such behavior are now in complete control of that once enjoyable aspect of the game, I don't want them ruining another.
While I do understand young clans difficulties in trying to maintain a loyal member base, keep in mind, a cool down will only limit their potential growth.
As I have mentioned, proper clan management is all that's needed for the hopper issue, if that's really an issue.

I jump because I'm visiting friends from different clans. And sometimes visiting other clans help you feel a lot better, you know? I mean I love my parents, but I won't want to spend every single moment of my life with them. Its the same with me for clans. I love my clan and the people in it, and when I visit people I tell them upright I'm just visiting and I already have a clan? If they don't like me visiting them, they can always kick me. Otherwise, some of the people I visit I used to be in the same clan with a while back but we went in separate ways...
Some other reasons why I'll jump is to increase my donations for the Friends In Need achievement. I don't think this is a horrible thing because I try and donate what is wanted in lower levelled/new clans where everyone is still a TH4 or so? Some clans also encourage you to come and ask for donations then leave. It's in their clan description "request then leave". Possibly to increase their own Friends In Need achievement, or maybe they're just being really nice? I don't know. But either way, I don't see a problem in visiting these clans then leaving neither especially when they don't even want you around because at the same time the description will say "kick if you don't leave"?
