Quit complaining! whilst your original post was well thought out and generally concise, you have to nderstand that as CoC cultural etiquette dictates, you are classified as a clan hopper and as such, clearly have no divine rights to have things entirely your way. I've been loyal to a clan for over 4 months and have seen my fair share of hoppers and to be totally honest, I find to be detestable to the nth degree. You're always going to get a fair amount of troops from players who mean well but don't stand up to your requirements. I don't particularly blame you for it; but it happens and as fed up and annoyed you maybe, you need to suck it up and deal with it patiently and hopefully in an adult manner. Remember that it wasn't so long ago that you probably donated a Level 3 barb to a superior player. to summarise, find a clan that is agreeable to you initially and help the clan grow and in time you will reap the rewards. jumping from clan to clan won't help you in the slightest. I say this in all sincerity and if you feel that you need to reply in defense of your post, then you have got things the wrong way round. I sympathise, but with so many players in the world, the likelihood that you gather 49 co-horts that you can agree fashionably with is a bit of a stretch. 1st problem:
Even active clan has its downtime, where donation is slow. Why don't you help out during that downtime? It helps the clan grow as well. To be able to rely on clan's donation is good, but you should be able to go to battle even without cc troops. I, for one, rarely use cc troops other than for defense. By leaving your clan to get troops somewhere else, it shows that you are not loyal to your clan.
2nd problem:
If you are not happy and complained at the troops being given to you, it is no wonder that your cc is generally unfilled. I, for one, will not give troops to members demanding troops of a certain level, unless he is actively donating as well as able to produce that level of troops. Maybe a change of attitude toward donation is in order here.
3rd problem:
Asking personal information might be a bit much, and you are welcome to not answer it. However, some clans do accept only adult members, as such would like to make sure that they get the right age group.
And really if you do not even have time to say hi or hello in clan chat, you probably do not need to be in a clan anyway.
Our clan donation bars get filled pretty quickly and if you are not active in chat, you will definitely miss a chance to give out troops.
4th problem:
Saying thank you is a common courtesy, irl or otherwise. And it takes only a second of your time. It helps us see who is active as well.
5th problem:
I do not necessarily think that the higher level should give more troops, but as you have pointed out, you snuffed at lower level troops given. If that is the case, then the higher levels are left to carry the burden. Solution, accept and be grateful at all donations given, and all members would be willing to give.
As others have pointed out, starting a clan is hard, but it will also allow you to set whatever rules you want to implement. Good luck on that.

The only positive thing I can say is you need to find a truly international clan. I'm in one with members from across the Middle East, Europe and the US. So there are always at least a few people on, chatting and donating troops. Obviously there are some times that are busier than others but it's almost never entirely dead.
Look for a clan that focuses on higher level players. The one I'm in doesn't have a 'level limit' as such but requires at a minimum L4 archers. And states that archers are the default donation, unless something else is specifically requested. People have been kicked who routinely donated other stuff without clearing in advance.
And try to be a bit less abrasive in clan chat. We're here to play a game, not suffer verbal abuse.
